Rates in '00 Fell For Most Offenses 
 
  New crime statistics released by the Federal Bureau of Investigation confirm what city 
officials have recently touted: The amount of most crimes, including violent ones, is 
declining in Albuquerque.   But the numbers also indicate that the Albuquerque metro 
area experiences a lot more crime when compared with other metro areas. 
  The FBI Uniform Crime Reporting Program statistics for the year 2000 were released 
late last month.   The report uses seven offenses as an index to gauge fluctuations 
in the overall volume and rate of crime. The crime index rate measures the average 
number of the seven offenses per 100,000 people. The seven offenses are murder and 
non-negligent manslaughter, rape, robbery, aggravated assault, burglary, larceny-theft
 and motor vehicle theft.   According to the report, the Albuquerque metropolitan 
statistical area which includes Bernalillo, Sandoval and Valencia counties had a 
crime index rate of 7,038 offenses per 100,000 people. 
  Only the metro areas of Tuscaloosa, Ala., with 8,923; Pine Bluff, Ark., 
with 8,126; and Miami with 8,063 had higher crime rate indexes. 
  Nationwide, cities collectively had a crime index rate of 5,071 offenses 
for every 100,000 people, a decrease of 3.3 percent. For cities with populations
 of 250,000 or more, the average was 6,382 per 100,000 people. 
  The Albuquerque metro area crime index rate dropped from 7,652 in 1999 to 7,038 
in 2000, according to the report.   "Albuquerque always has a high crime rate," 
Albuquerque Police Chief Jerry Galvin said. "It's a tough city. But over the 
last 10 years, we've reduced crime by 25 percent."   In Albuquerque, two of the 
seven offenses measured in the report showed an increase from 1999 to 2000. Burglary 
increased from 6,809 to 7,120 and rape from 220 to 239.
